Sir,

I have the honour to acknowledge the

receipt of Your Excellency's letter No.67 (151/703/38) dated 18th October, 1938, regarding the detention of 8.8. "Asian" and to inform you that after discussion with the owners, though I am inclined to think that insistence on payment of the full claim would be justified, I concur that if there is a reasonable prospect of prevailing on the Japanese to meet early the major portion of the claim, the comparatively small sums for articles removed from

the vessel may be waived, and that a member of your staff might discuss with the appropriate department of the Japanese Ministry of Foreign Affairs the question of payment of compensation with the object of obtaining the best possible terms.
